Punjab FM Presents ₹2.36 Lakh Crore Budget, Focuses on Drug Menace and Healthcare

Chandigarh: Punjab Finance Minister Harpal Singh Cheema on Wednesday unveiled a ₹2.36 lakh crore budget for 2025-26, prioritizing the fight against drug abuse and boosting healthcare. No new taxes were introduced, and the much-anticipated ₹1,000 monthly allowance for women — a key AAP poll promise — was notably absent.

War on Drugs
Highlighting drug abuse as Punjab’s biggest threat, Cheema announced the state’s first-ever “drug census” to collect data on drug prevalence, de-addiction center usage, and socio-economic conditions. This data will shape future anti-drug strategies. Additionally, 5,000 home guards will be deployed along Punjab’s border as a “second line of defense” with the BSF.

Healthcare Boost
A major healthcare reform was proposed with the expansion of the state health insurance scheme to cover all 65 lakh families in Punjab, ensuring cashless treatment up to ₹10 lakh annually in government and private hospitals. A ₹5,598 crore allocation for the health sector marks a 10% increase from last year.

Agriculture and Rural Development
The budget allocated ₹9,992 crore for power subsidies in agriculture and introduced a crop diversification scheme for Bathinda, Kapurthala, and Gurdaspur. To combat stubble burning, funds were earmarked for sustainable farming practices.

Economic Growth and Infrastructure
Punjab’s economy recorded a 9% growth rate, reflecting what Cheema called a “strong growth trajectory.” The “Rangla Punjab Vikas Scheme” was also announced, allowing local districts to fund grassroots development initiatives.

Political Undertones
Cheema took aim at past governments, accusing them of leaving behind a legacy of “Udta Punjab” — a reference to the state’s drug crisis. In contrast, he declared AAP’s vision to build a “Badalda Punjab” (changing Punjab), focused on inclusivity, progress, and opportunity.
