Himachal Revenue Minister Questions Governor Over Delay in Nautor Land Allotment

Shimla, 9th Jan. In a fresh turn of events, Himachal Pradesh’s Revenue Minister Jagat Singh Negi on Wednesday criticized Governor Shiv Pratap Shukla for the delay in granting permission for the allotment of nautor land to tribals. Negi, while speaking to the media, also targeted Leader of the Opposition Jai Ram Thakur and the state BJP unit, questioning their stance on the issue.

Nautor land refers to unused land outside towns, excluding protected forests, that can be allocated for public use by the government. It is typically granted to tribals possessing less than 20 bighas of land, with provisions for up to 20 additional bighas. However, the Forest Conservation Act (FCA) requires suspension for the allotment to take place.

Negi expressed dissatisfaction with the Governor’s response, revealing that he had met with the Governor five times on the matter. He described the Governor’s remarks that Raj Bhawan was “not for fulfilling poll promises” as unfortunate. The Revenue Minister also highlighted that the practice of granting nautor land had been ongoing since the tenure of former Chief Minister Y.S. Parmar, although it faced disruption after the FCA came into force.

He further explained that a proposal had been sent to the Governor seeking suspension of the FCA for two years to facilitate the allotment of nautor land to eligible tribals. The Minister also noted that 12,742 people were awaiting their allotments.

On the other hand, the Governor, upset with Negi’s comments, responded that his role was to follow norms, not to fulfill election promises. The ongoing debate over the allotment of nautor land has reignited tensions in the state, with political implications for both the ruling and opposition parties.
