Haryana Assembly Passes Six Bills, Increases Legislators’ Loan Limit

Chandigarh: On the final day of Haryana Assembly’s three-week-long budget session, six bills were passed, including one that increases the advance limit for legislators to build houses and purchase cars.

Among the bills passed were the Haryana Legislative Assembly Amendment Bill, 2025, and the Haryana Horticulture Nurseries Bill, 2025. Under the Haryana Legislative Assembly Act, 1979, legislators were entitled to a house-building and motor car repayable advance of up to ₹80 lakh, which was disbursed by the Haryana Vidhan Sabha Secretariat. This limit has now been raised to ₹1 crore, as announced by Parliamentary Affairs Minister Mahipal Dhanda in the Assembly.

The bill was introduced following demands from several legislators who argued that the existing ₹80 lakh entitlement was insufficient for house construction and car purchase due to rising inflation. The amendment allows legislators to flexibly utilize the revised advance limit based on their individual needs.

Medical Facilities Extended to Family Pension Recipients
Another key amendment, the Haryana Legislative Assembly Amendment Bill, 2025, extends medical benefits to family pension recipients. Previously, under the Haryana Legislative Assembly Act, 1986, only serving legislators and their families were entitled to medical facilities. After the death of a legislator, their spouse or dependent lost access to these benefits.

With age-related health issues and growing family responsibilities, the amendment ensures that medical coverage continues for family pension beneficiaries.

Regulation of Horticulture Nurseries
The Assembly also passed the Haryana Horticulture Nurseries Bill, 2025, aimed at regulating and registering horticulture nurseries across the state. The bill mandates that nursery owners must register their businesses in compliance with the prescribed standards.

The legislation covers nurseries dealing with fruits, vegetables, spices, condiments, flowers, ornamental plants, medicinal, and aromatic crops. This move is expected to ensure quality standards and boost the horticulture sector in Haryana.

With the passage of these bills, Haryana aims to enhance legislators’ financial provisions, improve medical benefits, and streamline horticulture nursery operations in the state.
