New Delhi, 3rd Oct. The Union Cabinet, chaired by Prime Minister Narendra Modi, has approved modifications to the existing Productivity Linked Reward (PLR) Scheme for major ports and Dock Labour Board employees and workers, covering the period from 2020-21 to 2025-26.
This modified scheme is expected to benefit approximately 20,704 employees of Major Port Authorities and Dock Labour Board. The total financial implication of this initiative over the entire period is estimated to be around ₹200 crore.
The Ministry of Ports, Shipping and Waterways has implemented changes to the PLR Scheme, increasing the weightage for calculating rewards based on port-specific performance. Under the new structure, the weightage for port-specific performance will rise from 50% to 55%, and ultimately to 60% by 2025-26. Conversely, the weightage for all-India port performance will decrease to 40%, replacing the previous equal weightage model.
The PLR, calculated on a wage ceiling of ₹7,000 per month, will be paid annually. This modification is anticipated to enhance efficiency and foster competition among major ports, ultimately leading to improved productivity.
The revised PLR Scheme aims to promote a better industrial relationship and create a congenial work environment within the port sector. The PLR is designed to provide financial rewards to employees and workers of Major Port Trusts and the Dock Labour Board based on annual performance settlements agreed upon between management and labor federations.
