Cabinet Approves Full-Time Presiding Officer for Special Tribunal in Talcher, Odisha

In a move aimed at expediting land acquisition disputes, the Cabinet, led by Prime Minister Narendra Modi, approved the establishment of a full-time Presiding Officer for a Special Tribunal in Talcher, Odisha, under the Coal Bearing Areas (Acquisition & Development) Act, 1957. This decision, made during a meeting on October 3, 2024, seeks to enhance the effectiveness and speed of resolving cases related to land acquisition and compensation, directly benefiting farmers and landowners in the region.

The existing part-time tribunal in Talcher has been grappling with an increasing backlog of cases, currently standing at 860 as of May 31, 2024. The creation of a full-time tribunal is expected to alleviate this issue by ensuring faster resolutions and greater satisfaction for those affected.

The appointment of a full-time Presiding Officer will streamline the dispute resolution process, providing quicker justice for landowners and clearing longstanding cases. This initiative is also aligned with the Government’s broader goal of increasing coal production by efficiently resolving land-related disputes.

The Special Tribunal will possess the powers of a civil court, enabling it to summon witnesses, examine documents, and issue commissions for witness examinations. This legal framework will strengthen the tribunal’s ability to address these disputes effectively. By resolving cases swiftly, the tribunal will not only offer relief to farmers and landowners but also bolster coal mining efforts, contributing to the region’s economic growth and energy security.
