Bihar Poised for Growth in Education and Health, says NITI Aayog CEO

Gaya, 8th Oct. Bihar is making significant strides in key development indicators such as education and health and is poised to match the national average in the coming years, according to NITI Aayog CEO BVR Subrahmanyam. Speaking at a press conference in Gaya, ahead of a national conference on data-driven governance, Subrahmanyam highlighted Bihar’s progress in governance and service delivery.

“Bihar will catch up with the rest of the country in a couple of years. The state is performing well in terms of basic indicators like education and health. A number of aspirational blocks and districts will move on to become inspirational blocks and districts in the very near future due to improved governance and service delivery,” Subrahmanyam remarked on Monday.

He emphasized Bihar’s pioneering efforts in leveraging artificial intelligence (AI) for governance. The state has developed an advanced AI-driven decision support system that will benefit policymakers, mid-career officers, and trainees. This innovation is part of the Bihar Institute of Public Administration and Rural Development (BIPARD), which is leading efforts in data-driven governance through its new GenNext Lab, set to be inaugurated by Subrahmanyam on Tuesday.

The GenNext Lab aims to revolutionize governance training by equipping administrators with secure AI technologies to enhance decision-making and policy formulation. “In a world advancing at an unprecedented pace, effective governance must align with rapidly changing realities. Embracing new-age technologies is imperative to drive smarter, more responsive, and forward-thinking governance,” Subrahmanyam stated.

The BIPARD campus will introduce three cutting-edge labs, each designed to modernize governance practices:

Bihar Next-Gen Lab: This lab focuses on using secure AI for predictive analysis, policy formulation, and improving governance efficiency, empowering administrators with advanced analytical tools.

Niti Shala: A lab providing an immersive learning environment through advanced simulations, enabling trainees to interact with real-world scenarios for hands-on policy training.

Viksit Chintan Kaksh: A collaborative space for state officers to discuss and formulate policy decisions, equipped with state-of-the-art communication and data-sharing facilities for strategic governance reforms.

These new facilities are part of BIPARD’s ‘deep knowledge and intelligence corridor’ initiative, aimed at reshaping governance training and implementation in Bihar. According to a senior state government official, these efforts are set to transform Bihar’s approach to governance, making it more aligned with modern-day challenges and fostering a culture of agile reforms.

With these advancements, Bihar is on a path to becoming a leader in data-driven governance, paving the way for enhanced service delivery and overall development in the state.
