Odisha Govt to Restructure Disaster Management Authority for Enhanced Resilience

Bhubaneswar, 5th Oct. The Odisha government announced restructuring of the Odisha State Disaster Management Authority (OSDMA) on Saturday, shifting its focus from traditional preparedness and disaster response to a proactive approach centered on risk reduction and resilience. This decision comes in response to the increasing frequency of natural disasters, including cyclones and flash floods, which have posed challenges to the state’s disaster management efforts.

The Revenue and Disaster Management department passed a resolution to enhance OSDMA’s organizational structure in line with national frameworks and guidelines. The newly approved proposal includes the creation of four specialized divisions: General, Capacity Building, Project and Technology, and Finance, each led by an executive director.

The restructuring aims to build OSDMA’s capacity to manage disasters holistically, transitioning from mitigation and response to comprehensive disaster risk reduction strategies. This aligns with the state’s commitment to addressing the changing landscape of disasters effectively.

The executive director roles will be filled by qualified officers from various administrative services, ensuring that experienced personnel lead the revamped authority. As part of the restructuring, the total staff positions will be adjusted, with 10 posts abolished and 37 new ones created.

The OSDMA, established after the devastating 1999 super cyclone that claimed around 10,000 lives, is recognized as a pioneer in disaster management, being the first state in India to set up such an authority. This reorganization reflects the Odisha government’s dedication to enhancing disaster resilience and safeguarding its citizens.
