New Delhi, 3rd Feb. As Bharat gears up for the Delhi Assembly Elections 2025, the Election Commission of India (ECI) has rolled out a significant initiative aimed at making the voting process more inclusive and accessible. The introduction of the home voting facility for senior citizens above 85 years of age and persons with disabilities (PwDs) has received widespread appreciation, allowing voters who might otherwise struggle to reach polling stations to cast their votes comfortably from their homes.
With 6,980 out of 7,553 eligible voters already availing themselves of this facility as of January 31, the initiative has seen remarkable participation. The service, which commenced on January 24 and will continue until February 4, is being facilitated through 206 poll teams across Delhi’s 70 constituencies. The initiative, which is a first-of-its-kind large-scale effort in Delhi’s electoral history, demonstrates the ECI’s commitment to ensuring that no voter is left behind.
However, beyond its logistical implementation, this initiative carries a deeper message: that democracy must be accessible to all, regardless of physical ability or age. - Registered voters cast their votes using Electronic Voting Machines (EVMs), similar to those used at polling stations, ensuring that the process remains standardized.
- The voting process is conducted under strict confidentiality and security, ensuring that voters can make their choices freely without any external influence.
- Voters like 93-year-old Satish Chandra from the R.K. Puram constituency, who used the home voting facility, have expressed gratitude for the initiative, emphasizing that without such a service, they would have been unable to exercise their right to vote.
The overwhelming 92% turnout of registered voters for home voting signals the effectiveness of this initiative, with District West recording the highest turnout at 94%. These numbers are indicative of a growing demand for greater electoral accessibility.
Polling Station Assistance: Ensuring Comfortable Voting for All
For elderly and PwD voters who prefer to visit polling stations in person, the ECI has introduced additional support mechanisms to ease their voting experience. Across the national capital, 8,715 volunteers and 4,218 wheelchairs have been stationed at polling locations to assist voters requiring mobility support.
This move ensures that those who still wish to exercise their right to vote at polling stations can do so without inconvenience. The provision of wheelchair assistance and dedicated volunteers further highlights the Election Commission’s commitment to making elections a smooth experience for all.
Postal Ballots: Expanding Access for Election Personnel and Other Essential Workers
Beyond home voting, the Election Commission has also extended postal ballot services to ensure that no voter engaged in election duty is deprived of their right to vote. The facility has been made available to:
- Personnel on election duty, including polling officers and security personnel, who may not be able to visit their designated polling stations.
- Delhi Police, Delhi Home Guards, and non-government personnel such as drivers, conductors, vehicle cleaners, and videographers who are deployed on election duty on February 5, 2025.
A total of 16,984 Form-12 applications for issuing postal ballots have been received from police personnel alone. To facilitate their voting process, each of the 70 Returning Officers (ROs) has set up facilitation centers where these personnel can cast their postal ballots before polling day.
This initiative ensures that those responsible for conducting free and fair elections are not disenfranchised in the process.

The introduction of home voting and other accessibility measures marks a significant milestone in Bharat’s electoral evolution.
